Shutdown Problem!

I'm using Win98. Whenever I shut down or restart, it goes to the screen that says "Windows is shutting down". It will not shut down. Just stays on that screen. What the heck? I want to install Windows ME, but I'm afraid I'll have problems if the computer can't shut down all the way. Help!

Actually, now that you bring it up, I started having this problem after I got the latest updates from windowsupdate.microsoft.com. What do you think? Any clue as to how I can fix this? I also have Window Second Edition, the full version. Should I try installing that? Then get all the newest updates for that? It's not Second Edition right now. Do you think that would be okay? Again, I'm worried about problems because it won't shut down all the way. Also, after it stays on that screen for like 15 minutes, I'll turn it off. But when I turn it back on again, it doesn't run scandisk, "because computer was shut down improperly". It starts up normally, as if I did a regular shutdown.

Shutdown problems can be difficult to troubleshoot. Often they are soundboard related; Windows can't play its goodbye tune. However, many things can cause the problem.
