No Taskbar or Icons on Win 98 desktop

I have a Win 98 machine that boots fine, but there is no Taskbar and none of the desktop Icons appear on the wallpaper (shortcuts or programs). The mouse appears and moves freely, but will not input commands, neither "right" nor "left" click. Only Ctrl-Alt-Del will come up on screen and has to be used to "shut down" the system. I have re-installed windows but the problems remains. Has this system a virus or what? It is a 2 yr old Compac, Pen III, 128 Ram. Can anyone assist in the problem?

Do they appear when you start Windows in the safe mode? Press the F8 key just before/as Windows starts to boot. Holding the Ctrl key may also do it. Larry

I’m calling it a day… If it works in the Safe mode, search the Windows 98 CD with the Windows Explorer for tweakui.inf and double click it to install the program. Go into the Control Panel (Start Settings…) where you will find an icon called TweakUI. Double-click it, select Repair, select Rebuild Icons, click Repair Now, and restart Windows. Let us know if this fixed it, OK? Larry

Sorry, I forgot to mention that Safe Mode produces the same conditions, no taskbar or icons on the desktop. I'm unable to run any program in Windows. I am able to boot to a DOS prompt and run commands from there.

A corrupted ShellIconCache file in C:\windows may be causing the problem. It will appear as shelli~1 if you can see it form DOS, but you can’t because it is a hidden file. Change it so you can see and delete it with:
C:\windows>attrib shelli* -H (you may have copy attrib from C:\windows\command if you are booting to a floppy of add that directory to the path.
It may also be a system file è
C:\windows>attrib shelli* -S
Erase it:
C:\windows>erase shelli*
Starting Windows should rebuild the file.
I would do a surface scan of the hard disk with scandisk, with save changes. Larry
