Trying to get a clean os back on my machine

I have 2 computers both, are clones(built)I think I have made a bad choice and need some input on what to do.

I recieved a oem windows ME cd with my new computer and all is fine with that one. BUT my older computer started out with a oem winows 95 that I purchased a 98 se for an upgrade, I went a step further by installing My other computers oem ME on this computer and I seem to be missing files and its having all sorts of problems I am guessing because of different requirements from the older machine.

The thing I want to do is go back to my original windows 98 se on this machine but there is no way from the add/remove programs because I did not select that option during the upgrade to be able to do that.

It also says in the help area that if I switched to a fat 32 files system, that I cannot remove ME, I am aware that I need to go clear back to win 95 and upgrade again to 98 se but what is the safe and correct way to do this, from the web I have weaved myself into at this point?
