Trouble installing Windows98 on a Compaq Prolinea 575e

I am having trouble installing Windows 98 on a Compaq Prolinea 575e with a Pentium 75MHz and 640MB HDD. Once it gets cab file win98_24, win98_25 or win98_26, it cannot continue copying files into the HDD. This Compaq is not using any of the ROMPaqs and any special partition for computer diagnostics. Can anyone provide an idea or a solution?

I am trying to install Windows 98 on a fdisked and formatted HDD. Once the OEMSETUP gets to copying and decompressing CABinet files "win98_24", "win98_25" or "win98_26" from the Windows 98 CD in the WIN98 folder, it cannot continue copying files onto the HDD. This Compaq is not using any of the ROMPaqs and any special partition for computer diagnostics. Can anyone provide an idea or a solution? The previous CAB files had no trouble but it cannot get past these files. I hope this better explains my problem.

Make a directory C:\windows\options\cabs. Copy D:\win98\*.* (the subdirectories are not required) from the CD to C:\windows\options\cabs.
Then…
C:\windows\options\cabs>setup /ie
Not oemsetup (/ie bypasses making a recovery floppy)
If you cannot copy the files from the CD check it for pronounced scratches. The CD error correction scheme will usually take care of small scratches OK, but not deep gauges. Running…
A:\>smartdrv
