I have an older machine with win 95 on it and I want to install win98se. How do I go about doing it?

First be sure that you can do it by reading the hardware requirements on the SE box. You then have a choice of upgrading Windows with the upgrade version of SE, or doing a clean install with either the upgrade or full version of SE. To do the former, simply bootup to Windows 95 and tick the upgrade CD in your CD drive and follow the instructions.
