CDR101 Failure to read Error

After Creating Bootdisk from Win98 utility.
Recievd the CDR 101 "Failure to Read CDROM error"

CDROM has recieved the above failure.
Cleaned Lens, Changed CD, etc.
CDROM has "Cyberdrive 240D" label on drive
believe it's a Mitsumi 24x with obscure driver.sys

Visited site, followed directions. Leaving the following
config.sys and autoexec.bat listed below:

Haven't touched DOS in......8+ years.

There are two CD-ROM drivers in the config.sys file. Larry
