Device problem preventing Win 98 startup

I have a Win98 machine that all of sudden, after going to the Windows 98 splash screen, comes up with the following error and won't continue to load windows:

"While initilizing device ICS Windows Protection Error."

This machine has two disk drives.

Can someone tell me where to start on this one.

Try starting to the Safe Mode and uninstalling ICS with Start, Settings, Control Panel, Add/Remove Programs, Windows Setup, Communications, Details... Larry

Sorry, it's not ICS, it's IOS, and even in Safe Mode I can't get past the error message and into windows.
