ATX shutdown problem

I have an ATX system that restarts when I ask it to "shutdown". It was shuting down and powering off when I original setup system. Problem started shortly afterwards (weeks).
Can this be a software problem or is it hardware related?

Epox MoBo
AMD K62 (550)
W98
256MB SDram

No Novell - Little or no changes since first setup.

Ok, then try Start, Run, enter msconfig, General tab, Advanced, and check Disable Fast Shutdown, OK, OK, and Yes when prompted to restart the computer. Larry
